ELEAZAR NAVAR PAYAN
CEO & Principal Engineer
Eleazar Navar is the CEO and Principal Engineer at Construtec, a company he founded to provide practical, cost-effective solutions for structural rehabilitation, construction management, and high-performance coatings in water, wastewater, and industrial facilities.
He holds a Professional Engineer (PE) license, is a Certified Construction Manager (CCM), and is certified through AMPP as a Coating Inspector (CIP 1) and Concrete Coating Inspector Level 2 (CCI 2).
With extensive experience leading complex engineering projects, Eleazar delivers innovative solutions that enhance the durability and performance of critical infrastructure. His dedication to excellence was recognized in 2023, when he received the Young Engineer of the Year Award for his outstanding achievements and service to the engineering community.
Eleazar combines technical expertise with hands-on field experience, supporting clients through every phase of a project—from design and assessment to construction oversight and inspection—ensuring high-quality, cost-effective outcomes.

LUISSANA DAVILA
Co-Founder & Director of Marketing and Business Development
Luissana Davila is the Co-Founder and Director of Marketing and Business Development at Construtec, bringing her entrepreneurial spirit and leadership experience to the company.
She graduated from New Mexico State University at Las Cruces with a degree in Hotel, Restaurant, and Tourism Management, where she developed strong skills in team management, cost control, and operational efficiency.
While at university, Luissana founded a specialized catering company, serving corporate clients and providing innovative solutions for events and corporate gifts. This experience sharpened her expertise in business development, client relations, and strategic marketing—skills she now applies to the engineering and construction industry.
At Construtec, Luissana drives business growth, strengthens client relationships, and develops strategic marketing initiatives, ensuring the company delivers value and innovative solutions to every project.
